While HB 389 was introduced as a measure to provide tax relief for Idaho homeowners, Robinson says the law has had unintended and harmful consequences for communities across the state—especially in rapidly growing cities like Nampa. “HB 389 was sold as tax relief,” Robinson said. “But in reality, it placed strict limits on our local governments while failing to deliver meaningful, lasting relief to many Idaho families.” The legislation increased the homeowner’s exemption and expanded certain tax relief programs. However, it also imposed caps on local government budget growth, restricting the ability of cities and counties to respond to population increases and rising infrastructure demands. “As our communities grow, the need for essential services grows with them,” Robinson said. “But HB 389 tied the hands of local leaders, making it harder to fund police, fire protection, roads, and other critical infrastructure.” Robinson also pointed to reports indicating that some vulnerable Idahoans, including seniors, were negatively impacted by changes to tax relief eligibility under the law. “Policies should protect our most vulnerable—not put them at risk,” Robinson added. “We can and must do better.” Robinson is advocating for a balanced approach that maintains responsible tax policy while restoring flexibility and fairness for local communities.
